9. NEW TENT POLICY.
In the past, Troop 682 provided tents for campouts. In recent years, however, troop tents used during campouts have not been returned or have been returned damaged. Despite purchasing numerous new tents in recent years, the troop again has insufficient tents. To address this continuing concern, during its February 9, 2026 meeting, the Troop 682 Committee decided that:

After a Scout earns Second Class rank, or is active in the troop for 12 months, he or she is expected to provide his or her own tent for campouts (or tent with another scout providing his or her own tent) and
Between 2 and 4 Scouts will tent together.

Absent special circumstances approved by the Scoutmaster or trip leader, a Scout may not tent by himself or herself.

The tenting expectation begins immediately, with reasonable time to accommodate obtaining a tent or tenting with another Scout that has a tent.

The troop will continue providing tents for Scouts with no rank to Tenderfoot rank, or active in the troop for less than 12 months.

To the extent possible, the troop will continue providing tents for backpacking campouts.

If providing his or her own tent is financially challenging for a Scout, then the Scout should speak with his or her Scoutmaster.

8. TROOP 682B SCOUTMASTER TRANSITION. As communicated previously, I’m transitioning out of the Troop 682B scoutmaster position. Officially, I’ll serve as scoutmaster through December 31, 2025. On January 1, 2026, Rich Kay will become the Troop 682B scoutmaster. Rich has extensive scouting experience and will be an excellent scoutmaster. Between now and January 1, Rich and I will gradually transition the scoutmaster duties to him. After January 1, I’ll continue serving as a Troop 682B and 682G assistant scoutmaster.

As you may be aware, Troop 682B has a first assistant scoutmaster position. The person serving in that position is the lead assistant scoutmaster and acts as scoutmaster when the scoutmaster is unavailable. Adam Whiteley has been serving as Troop 682B first assistant scoutmaster. Adam has been a tremendous resource and provided incredible support to Troop 682B. Adam is transitioning out of that position, and Rich is transitioning in. Adam will continue serving as a Troop 682B and 682G assistant scoutmaster.

9. MOBILE TELEPHONE POLICY. As communicated previously, and based upon improper mobile telephone use observed during and reported after Camp Olmsted, we’re implementing the following mobile telephone policy for overnight events. The policy is similar to a previous policy. The policy is intended to facilitate meaningful, enjoyable, and productive events.

For each overnight event (“Event”):

1. Scouts may use mobile telephones while travelling to and from the Event;
2. Upon or soon after arrival at the Event, a designated adult leader (“Designated Leader”) will collect mobile telephones from all scouts;
3. With scoutmaster or trip leader permission, some scouts may retain their telephones to use for scouting or communication purposes during the Event;
4. At any time during the Event, any scout may request his or her mobile telephone and use it for scouting or communication purposes in the presence of the Designated Leader;
5. At any time during the Event, any parent may contact the Designated Leader and request to communicate with his or her scout in the presence of the Designated Leader;
6. During each full day of the Event, a time will be specified for scouts and parents to communicate by telephone in the presence of the Designated Leader; and
7. Upon departure, the Designated Leader will distribute mobile telephones to all scouts.

10. RANK REQUIREMENT APPROVALS. As communicated previously, and as discussed and determined during the recent annual planning retreat: (1) only scoutmasters and assistant scoutmasters may approve Star, Life, and Eagle rank requirements and (2) any scout Star rank or higher may approve First Class and lower rank requirements.

Everyone, we enjoyed a successful annual planning retreat at Lake Anna. While the weather was hot, it did not rain. Based upon the discussions and decisions during the retreat, we’ll prepare and distribute a 2025-2026 troop calendar.

A few Troop 682 announcements are below. Please note the August 19 Fun Land, Scoutmaster transition, mobile telephone policy, rank requirement approval, and merit badge requirement approval announcements.

Yours in Scouting, Mr. Thompson.

1. TROOP MEETING – AUGUST 19 FUN LAND. On Tuesday (August 19), we’ll enjoy Fun Land (5111 Westfields Boulevard, Centreville, Virginia). The price is $16 per scout. Please register at bit.ly/682funland. Scouts are responsible for transportation to and from Fun Land. Please meet at 7:00 at Fun Land. We anticipate the event ending around 8:15. Please wear class B uniforms.

3. MOBILE TELEPHONE POLICY. Based upon improper mobile telephone use observed during and reported after Camp Olmsted, we’re implementing the following mobile telephone policy for overnight events. The policy is similar to a previous policy. The policy is intended to facilitate meaningful, enjoyable, and productive events.

For each overnight event (“Event”):

1. Scouts may use mobile telephones while travelling to and from the Event;
2. Upon or soon after arrival at the Event, a designated adult leader (“Designated Leader”) will collect mobile telephones from all scouts;
3. With scoutmaster or trip leader permission, some scouts may retain their telephones to use for scouting or communication purposes during the Event;
4. At any time during the Event, any scout may request his or her mobile telephone and use it for scouting or communication purposes in the presence of the Designated Leader;
5. At any time during the Event, any parent may contact the Designated Leader and request to communicate with his or her scout in the presence of the Designated Leader;
6. During each full day of the Event, a time will be specified for scouts and parents to communicate by telephone in the presence of the Designated Leader; and
7. Upon departure, the Designated Leader will distribute mobile telephones to all scouts.

4. RANK REQUIREMENT APPROVALS. As discussed and determined during the annual planning retreat: (1) only scoutmasters and assistant scoutmasters may approve Star, Life, and Eagle rank requirements and (2) any scout Star rank or higher may approve First Class and lower rank requirements.

5. MERIT BADGE REQUIREMENT APPROVALS. As a reminder, only an approved merit badge counselor for a merit badge may approve requirements for the merit badge. Unless a parent is a MBC, the parent may not document or approve merit badge rank requirements.

– Attend at least one-half of all patrol leaders council meetings occurring during the term of service.
